There's also the production of course. Ryu and Roy took nearly a year from the characters being added to Smash to getting their amiibo.

I can't see Bayonetta's pose without causing some issue in molding, which, given how we all expect them to be a part of a set, is why they've not announced them separately.

Who knows, we could have a Lucas situation and Cloud will be released first with Corrin and Bayonetta released later.

Probably numerous factors, such as working with SEGA/Platinum Games and Square Enix to make sure the amiibo fall in line with how their owners want them to look, wanting enough stock for the launch, etc.
