Personal Tier List - V.4

And here we have yet Version 4 of my tier list. This time, a lot of changes have been made. Many more than before. I won't go into a full list of specifics, but Mewtwo in particular made a huge jump to the top spot. Most of you haven't seen the previous ones anyway, so uh, not much sense putting down a changelog this time.

Keep in mind, again, this is my personal tier list. Meaning, I rank them based on how I see their performance n't stuff. If you're confused about certain placings, just let me know and I'll explain!
